So the other Reginald Cecil was NOT a close relation.
His father Harry was born in Wicken Cambs in 1878 and his mother Florence Anniie nee Vyse was born in Hatfield herts in 1880. In 1911 they had four children, ages 8, 6, 4, and 1.
Harry was found in the 1881 census with his mother Susan and three elder siblings. Susand was a wider. Harry was recorded then as born in Ashley, Cambs.
In the 1871 census Susan was married to Edward Avey and they already had 5 children, of whom the first three had moved on or died by 1881. Guessing from the eldest daughter’s then age of 10, Susan and Edward married around 1860. But there is no marriage of an Edward Avey from 1855 to 1863. And Edward cannot be clearly identified in the 1861 census. So the realtionship between the two sets of Reginald Cecil Aveys cannot be determined.
